Melbourne Water’s Eastern Treatment Plant has several secondary sedimentation tanks that have been in service for over 50 years and will need to remain in service until at least 2050.

Melbourne Water had engaged a contractor to assess the tank, who recommended a complete concrete rehabilitation process, costing in the region of $1M. Atlas were asked to undertake a secondary assessment and provide independent recommendations.

By undertaking appropriate testing, degradation rates were established, providing confidence that the tank can remain safely in service for up to 25 years before a full rehabilitation is required.

As degradation rates are not linear, Atlas recommended establishing a 5-year inspection regime in line with ESC price periods.

The approach balanced cost deferral and prudent risk management, with optimising timing for the future repair cost and creating appropriate time to secure funds when required.
